Plastic hand-held steamers can be purchased quite inexpensively online or at places like Target. The plastic parts of the steamer will not harm your doll's wig, and the steam works wonders to smooth and straighten slightly frizzy hair. Like Taffy said, steam is also good for setting in new curls when your doll's hair is in curlers.
